Not everyone has lobbyists on the payroll. This is going to be expensive for every sized network provider. I know I am not looking forward to the upcoming headache.

The headache won't be from the transition, it will be from the end users. It's already hard enough to talk someone through an IPv4 address an IPv6 is going to be a night mare.
There are a lot of paper MCSE and CCNAs out there that don't have any clue about how this stuff works. At least once a month I get one that does not understand why you can't ping 192.168.1.1 across the internet.
I'll take someone with experience over someone with a College Degree or Certification any day. If I had two prospective hires who I could make a decision on I would fall back on Certs as a tie breaker and then I would fall back on college and then a coin flip.
