It isn't about HD content, and the only reference to caps, is where he suggests the consumer will not pay for video streams bandwidth or overages, instead, the content provider will pay in lieu of the retail customer. | |

If people live in Verizon's footprint and can't get FIOS or Cable, but have DSL, this doesn't mean they are safe. DSL is being abandoned and at some time in the future said service could be withdrawn or Verizon could "Decline" to repair said service when needed.
