Uh, no they haven't. And given what the House has on its plate this week(financial collapse), it isn't likely to be approved any time soon.
The two bills have plenty of similarities, but also some key differences; the Senate version, for instance, tacks on a "child pornography enforcement" section and an Internet safety campaign. Changes need to be hammered out this week before Congress recesses. A House/Senate conference committee has to resolve differences and both houses will need to pass the compromise legislation. | Swedes and Dutch best EU broadband performers While I agree that the Swedes and Dutch have by far the best broadband available I don't agree with Romania and Bulgaria coming in last. I have lived in both western and eastern Europe and the broadband available in Eastern Europe was incredible. The first apartment I lived in while living in Bucharest had a 16Mbs/16Mbs fiber line. Romania isn't the number one place in the world for cyber crime and online fraud because they lack broadband, its quite the opposite. They are also the best source for recruiting IT people by Microsoft, IBM and so on.
Before I came back home I lived in a city about 100 miles north east of Bucharest which was kind of a remote country city. The house I lived in only had cable available because none of the local providers came down this neighborhood yet. When we ordered service for a 6Mbs/6Mbs line for $30 a month, they ran about 1000m of Cat6 down the street on the utility poles for us! I saw them coming as they were approaching our house. This cost nothing extra.
The best part is most neighborhoods are served by local service providers. Everyone is interconnected with ethernet and fiber. So in a neighborhood of several 1,000 people the file sharing program called ODC we could directly connect to others on the same ISP and download movies at about 100Mbs because they were on the same LAN as us. | |
