Because Sacramento, California voters approved the "Utility User Tax Reduction and Fairness Measure" 64 percent to 36 percent in November, they can now look forward to a new tax on VoIP and SMS starting tomorrow, according to the Sacramento Bee. Voters were apparently willing to exchange a .5% reduction in the city's cell and landline tax, for an expansion of the tax to include instant message and VoIP service. "The vast majority of households will see a rate reduction," justifies Sacramento city treasurer Russ Fehr. "A few households and businesses will see an increase." By a few, Fehr must mean the quickly growing multitudes who are finding landlines completely irrelevant.

Here in Oklahoma, a bill was passed into law that made most tax increases, new taxes, etc have to be a ballot before the people.

It was sold as a way to make new taxes "more fair", "Respect the will of the majority", "Reign in pork-barrel spending", etc etc, and the like.

Boy, were they wrong. It's been a massive boon to politicians and budgets. When the politicians voted in taxes before, they were held in the hot seat and many feared voter backlash at the voting box.

With the new system, a vast majority of the time, *the new taxes are approved by the voters.*

It's just a matter of a sell-job, you see... put in certain hot-button issues, throw in the Police, Fire, Ambulance, Flood Control, Education, etc into the proposal and you'll get it passed by voters every time. Taxes to build factories and so on to give to large mega-corps for the promise of some jobs--- passed. Sports arenas, convention centers, what have you--- passed. Special new taxes to fix streets and bridges--- passed.... etc etc etc

We keep voting in bond issues, sales taxes, and other speciality taxes.... hell the voters even raise their own utility rates.

You'd like living in down in Eastern OK. That isn't the case down this way (used to live in Sequoyah Co.). Almost every tax vote is turned down. Officials scream bloody murder saying the police and schools will have to shut down...don't matter....still fails anyway...

It is good that there are some people who are smart enough to not fall for those threats. In most parts of the country, tax hikes get passed because the government always threatens to close schools, police stations, fire companies, etc. and the people always cave.

Personally I think any politician who makes such a threat should be removed from office because they are admitting they cannot do the job for which they were elected.

Keep in mind that most potential voters don't vote anyway. Hell, most of them don't even know about the proposals until after their tax increases.

In a way it's a wrapped system. Let's say 80% of the population doesn't want tax increases, but only 20% of the population votes - and out of this 20% more than 10% want the tax increase - you get a tax increase passed "by popular vote" when only 10% of the population actually agrees to it.

To clarify, I don't see anything about instant messaging (which typically means an Internet-based protocol like ICQ) except in the original BroadbandReports post. The tax is apparently expanded to include TEXT (SMS) messaging via cell phones.

Aren't most of those using cell which is already taxed and will now be taxed a little less to replace the landlines? Everyone i know without a landline has a cell not VOIP.

SMS is overpriced by %%%% anyway, what is a couple more %.

hmm, all the numbers i found for number of VOIP users is from 2005 when it was like 6% of people

Government, where dishonesty is their policy.

"See" whenever a dishonest government wants to trick their electorate into voting for some issue that will actually harm them, the government weasel words the matter on the ballot to trick the voters. As I see it the wording "Utility User Tax Reduction and Fairness Measure" was intentionally worded in a way to deceive the voters into thinking that the new tax would benefit them when in fact the new tax will significantly increase many customers cell phone bills. If the Sacramento Government would have called it the "The Utility, We Are Sticking It Up Your Ass Tax". I do not think it would have been voted for.

Another tax "snuck through" by our tax hungry legislators. I agree that this Voip tax is illegal but that doesn't stop Sacramento. If a "tax" doesn't fly - they'll call it a fee to circumvent the two-thirds majority required by the State Constitution.
