Late yesterday the FCC issued a flood of reports and press releases on a variety of topics, including their unfinished rules (pdf) for the awaited auction of 700Mhz spectrum. FCC chief Kevin Martin recognizes the auction as the "single most important opportunity" to improve availability and cost of broadband services.

The auction plan released yesterday is unfinished, leaving the more controversial decisions (like using anonymous bidding to avoid bidders gaming the system) for later. The FCC insists the plans are malleable and that they're open to comment for additional changes. (Also see: Bloomberg News).

Meanwhile, the commission has also initiated a third review (pdf) of the impact to digital television, seeking comment (pdf) on planned efforts to ensure consumers can view programming post-transition. The FCC also released a report (pdf) suggesting a link between violent programming and aggression in children -- in order to justify a planned expansion of their TV indecency authority.

FCC delays 700 MHz auction rules

The only thing the FCC settled on yesterday regarding the 700 MHz band auction was to decide that they will cut up offered sections of frequency in to 3 sizes - Cellular Market Areas (CMAs), Economic Areas (EAs) and Regional Economic Area Groupings (REAGs). Or, in other words: small, medium and large. The large areas will give advantages to big companies with lots of money because the bids for these will run in to the billions of dollars.Other than that, they punted. They asked for further comment and won't set the rest of the rules till later. But they must act quickly, because the auction has to start by Jan, 2008.

The only other thing they did was give an ex-FCC commissioner's group a favored crack at getting public safety spectrum, while killing off a competitors proposal.

One partial winner Wednesday was Frontline Wireless, the combination public safety/commercial wireless network plan led by former FCC chairman Reed Hundt. While Frontline’s proposal (which would require a slight tweaking of auction rules) clearly has fans and foes among the five commissioners, by asking for more comments on the proposal the FCC has moved Frontline’s plan from idea to possibility, while all but killing off consideration of a similar but different proposal from the Cyren Call operation.
One other controversy will emerge. Martin wants bidding rules giving a 4G coalition of large companies an advanatge to help create a 3rd pipe for internet access in to the home. The other FCC Commissioners weren't as gung-ho over the idea.

Another group that is moving in the winning direction is the so-called Coalition for 4G in America, a Google-led group of high-tech players that also includes Intel, Yahoo, eBay, EchoStar and DirecTV. FCC Chairman Kevin Martin, in what amounts to a verbal smackdown (in the polite language of FCC proceedings), said he was “surprised” and “puzzled” that other commissioners weren’t more supportive of the coalition’s requests for rules that would help providers build a wireless access network.

Yesterday's FCC mtg will only make Cable more paranoid

Yesterdays FCC meeting won't do anything to lessen the cable industry's belief that Martin is out to get them.

The Violence on TV part of the meeting was pushing for Congress to make laws to allow the FCC to regulate violence on TV. That would apply to broadcast, cable, and satellite. But Martin's preferred way to do that is thru a la carte rules. That is something the cable industry has been fighting for years. »www.washingtonpost.com/wp-dyn/co···761.html

The digital TV conversion part of the meeting covered the cable dual must carry provision. That is Martin wants the cable industry(but not satellite, or IPTV) to have to continue to provide analog TV signals to their customers, as well as digital(both SD & HD) signals for all local broadcast stations. That would do serious damage to the cable industry's plan to phase out all analog channels after the OTA broadcasters have to switch to all digital in 2009. Somethings wrong..

.... when "FCC chief Kevin Martin recognizes ..." anything..

The man's a complete idiot! In other related stories, he also thinks we're not doing enough to protect children from violence on TV. Set top boxes with title, rating, and channel block, along with the V Chip and the rating system isn't enough so we need alternate methods in place.. like reduced bills for removing those channels that have violence (which means 100% discount as they pretty much all have it) and ala carte (the man won't give up) .... in the end, maybe Kevin Martin will "recognize" that parents need to control their own kids, not government.

Kevin Martin needs to go - simply put. The man is a complete moron with no clue. But then again, it's not his fault.. he's just another idiot in the team of idiots that goes along with the current list of total incompetents that this administration has in place.

Kevin Martin wanting to improve availability and cost of broadband service? Maybe he would put a stop to telephone from cherry picking deployment.. or these threats from AT&T and Verizon that if they don't get what they want, they won't deploy. Maybe if he pulled his manhood away from restricting and holding back cable while phone gets a free run, maybe services would improve. Maybe if Kevin Martin actually gets back into the business of regulating telephone instead of rolling over and showing his belly to the phone companies, their would be more deployment. Last time I checked, cable reaches further than telephone.
