As rumored on Friday, the FCC has denied a request by M2Z networks that would have offered free nationwide broadband using a 20MHz chunk of unused spectrum in the 2GHz band. The plan called for the government to provide the spectrum free in exchange for 5% of the company's revenue. The company promised to offer 384kbps free service and a $20-$30 3Mbps tier to 95% of the country in ten years.

The FCC knocked the relatively slow speed of the free tier, while hinting that it likely wouldn't even be considered broadband under a new law that would raise the current benchmark from 200kbps to 2Mbps. In its official statement (pdf), the FCC also had this to say:
"In addition, we also note that the construction benchmarks proposed by M2Z are not particularly aggressive and are misleading as far as the actual extent of their coverage. As a result, we find that M2Z’s proposal does not serve the public interest, and in fact, that granting its application would prevent, rather than facilitate, widespread broadband deployment."
The company had been complaining that the FCC was slow to act on their request out of loyalty to incumbent wireless broadband operators.

Stupid FCC

What would the FCC lose by issuing this company a 60 Day trial period? Obviously, we know whose pockets are lining their board. Quite disgusting. I think this is a good idea to some degree. It at least warranted a trial period to see if it was feasible or not. If it was feasible, would it draw enough customers to generate free revenue for the FCC? While that would have to be determined, I suspect it would. If it was truly nationwide broadband, I can see a necessity for such a service.

60 day trial? The company was talking about a 10 year deployment. I could set up a tower myself with the right equipment and "show" the FCC anything I wanted in 60 days.

Who is M2Z? I never heard of them. I have to find there books... Nope.

Anybody that can provide NATIONWIDE broadband can afford the license. It is a very big line of crap the company seems to be feeding, cell companies cannot even get nationwide coverage!

I think it would be better spent to offer a wider band with more restrictions so WISPs and other small companies can fill the gaps that the major players leave out.

Even the 2 Dems on the Committee saw this proposal as not in best interests of the country. What M2Z was trying to do was block out any competitors and get a sweetheart deal for itself. Better that all proposals be considered and that the spectrum be put out for auction.

i have to agree. This would have been a sweetheart deal with minimal startup costs for M2Z (a company i've never heard of) - and something which would have hindered broadband development. I'm glad that the FCC rejected this proposal for what in 10 years would be equivalent to today's 300 baud modem.

After years of saying 200kbps is BroadBand. Now that the FCC has been dragged into reality kicking and screaming they hide behind the new standard ! The FCC has become a joke...

for the FCC to actually redefine the term broadband? That will be a joke. Once they define it at 2Mbps many DSL customers will now be able to claim they are unable to be provided "broadband service" since many are at less than 2Mbps.

AT&T and VZ will be sure to make sure it doesnt go above 1.5Mbps downstream.

I agree. I don't see any usefulness coming from a definition of broadband beyond the traditional definition...and I'm not referring to the 256kbps definition as traditional.

I would say no too

Let face it this is a poor business model. You going to give away service and then charge ad revenue. I though this stupid business model that should had died with the Dot-Con bust. Oh wait there still You Tube.

What I am getting tired off is how big and small companies are trying to manipulate the FCC to their benefit. First there was Goggle trying to manipulate the Auction; now this crappy company. The only fair way to allocate the spectrum is unconditional Auction.

Why do I say this?

Because the FCC hasn't made a SINGLE pro consumer decision in over a decade! (so, BY DEFINITION, this one is anti-consumer)

Because the FCC routinely BENDS OVER to big business and big telco!

Because the FCC is a part of the EXECUTIVE BRANCH and as such is one of the MOST political (read: BRIBERS) of all the government agencies.

Because the FCC is one of the MOST LOBBIED of ALL govt. agencies!

and Finally...

Because you just WATCH! That spectrum will be sold to BIG TELCO, who will use it to RAPE the consumer.

There's a reason that the USA is 19th in broadband deployment in the world.

There's a reason why we pay among the highest of any country for broadband and wireless telephone services-and our broadband is among the slowest.

There's a reason why the USA is about to be sued in the World Court for trashing the AM radio band.

There's a reason why we have no true HD radio here-while every other country has had it for YEARS!

We'll be lucky if the Telco's actually use the spectrum once they get it. Look how much ClearWire picked up from AT&T/BellSouth in that deal. All of it was unused. They just write a check and sit on it so nobody else can compete with them.

Big telecom gets their way again. Check out the lobbying spending by the big telecom companies that opposed the M2Z application. No wonder there isn't competition in the marketplace and no wonder the FCC is anti-consumer.
