Wireless carriers had been fighting back at new efforts to require that they allow political campaign contributions by text message. The effort is backed by both the Romney and Obama campaigns (obviously), and by consumer advocates and campaign finance reform groups, who claim text message donations would allow individuals to collectively gain a degree of power in a contribution space dominated by corporations and Super PACs. Carriers had stated they were concerned about the "array of liability and regulatory issues" created by the changes.

In particular, it seems like carriers were concerned they'd be liable if the system were abused by corporations or political groups using it to pretend to give individual donations. Those concerns appear to have been dealt with, as the Obama administration is in the process of striking deals with all major carriers:The Romney campaign says they are also close to striking similar deals with the carriers.
