$800 million postal service threat detection system

The hunt for the person who sent Anthrax through the mail continues - and the postal service and Defense Department have since deployed a broadband networked system that "sniffs" each piece of mail at 271 mail processing locations. The $800 million system costs $70 million a year to operate - a cost that's expected to soar to $120 million, according to the Examiner. "Replaceable cartridges in the system do the actual tests and run an automatic self-check - If that self-check indicates a problem, the sample is routed to a different cartridge," the piece notes. "All the cartridges are connected through a secure broadband network so they can be monitored."

This isn't just for Congress. It is deployed throughout the US to protect any US citizens receiving mail.

Not a waste if it works and saves a life! Also as stated not just for congress but all mail. I assume you have an issue with postal employee's to!

The key part is NOT ALL mail is processed for large mailers. Well does that mean if you have a Stamps.com account or some stamp meter that you're mail isn't touched?

The reason i posted that is I have a Stamps.com account and the mail I send out doesn't even go to the local sorting center; Toledo OH, it stays right here in town because its pre-stamped with the bar code.

Getting a bar code is merely a single step in the sorting process. That code is then read to determine which bin it goes in.

So at some level it is most certainly sorted as the mail man does not pick it up from your house and drive it directly over to its destination because it has a bar code. It just may not go through the regional sorting center.

Yes the barcode is just a first step. Letters that are able to be ran through a machine will go through a DBCS to walk sequence the letter. Unless the business sending the bulk mail has already done that. You can be traced through the stamps.com number on your letter. So if you did send anthrax you would get a visit from law enforcement.

that's a fairly convuluted and narrow-sighted view. this isn't about saving one life per se, this is about setting up a system that can protect the nations populace against biological warfare that can come across our mail system which is a wide open plethora of illegal activity. this system will help to prevent that. not just for one person, but for everyone and that is certainly worth $800 million.

1st of all Fedex isn't the US Postal Service and second - don't be so sure.

Hazardous-Materials Security

Due to a recent change in the federal regulations governing hazardous materials (HM-232), shippers and carriers are now required to develop and implement a security plan addressing risks related to the transportation of hazardous materials. We have such a plan in place and are in full compliance with this regulation, along with the security-training requirements specified in 49CFR 172.704.

And third, if I get a Fedex pkg I didn't order or expect, the local police may be getting a phone call to check things out.

right. i'm tired of the scare tactics. enough already with the big bad wolf coming to destroy us via junk mail with anthrax in it. they can't scare me anymore. i'm not falling for it so i can give up even more of my freedoms.

we could spend that money on anti-smoking campaigns (400,000 deaths per year) or vehicle safety improvements or campaigns (25,000 deaths per year; 200,000+ injuries per year) and make much more of an impact.

Point taken, but that doesn't mean we shouldn't try to stop the possible transmission of Anthrax as well.

I would think Anthrax letters aren't so much about "blackmail/extortion/shakedown" as they are about creating fear and generating media exposure....or perhaps getting revenge. Not sure any of those cater to income classifications, plus the obvious point that your extortion target would be dead or gobbling Cipro...

The screening isn't done in local post offices. It is done in regional sorting facilities that serve wide areas and a large number of post offices. These regional facilities handle in-transit mail and there is no ability to discriminate by economic circumstances.

Here is an Appendix showing the numbers of their facilities. Only 3 facility types would get this kind of screening equipment. »www.usps.com/news/2002/epp/emerp···n_ap.doc

Sorting facilities

So 271 would already cover the large majority of sorting facilities. In fact, it may cover all of them, since these numbers are 4 yrs old and the USPS has consolidated facilities since then.

Major mailing sorting centers I wouldn't think worked on that small of a scale. They distribute mail over a large geographical area which would include tons of individual post offices. The one in Los Angeles is gigantic (went on a tour of it when I was a Cub Scout), it's something like 200,000 sqft and would service everyone from Beverly Hills to South Central. It looks like it would be a service and distribution center like that which would see these devices installed while one in Boise wouldn't.
