Seeks to decrease wireless fraud and increase competition

A newly proposed wireless bill (dubbed the Dorgan-Inouye measure after the two senators proposing it) is designed to give the Federal Trade Commission more authority to protect wireless consumers. It is particularly focused on increasing competition in the wireless industry while decreasing the amount of fraud that takes place in the areas of marketing, billing and advertising by wireless companies. It would do this by repealing the common carrier exemption, an act which has been argued over for years. Wireless carriers are currently reviewing the new legislation in order to form their own arguments against the increased regulation it would authorize.

Let's start first with if my employer pays me let say $7K/mo. $7K is what's deposited in my bank account every mo.

Except that when you go to work the Employer pays you more than $7K....you have health benefits, sick leave, annual leave, 401K match, etc., and you do not have to pay for the toilet paper you use at work. And you know that the Gov (depending on where you are - local, city, county, state, fed, welfare, handouts, gimmies) take 20-50%.

Mine is, as long as I use it for what I bought it for.. (you know, voice only and not going over my minutes, not using txt messaging when I'm not paying for it)..but those pesky "fee's".. now, there's the problem.

"...the cellular industry backs a targeted bill backed by Sen. Mark Pryor (D-Ark.) that would overturn a provision in 1993 law reserving to states limited jurisdiction over mobile phone operators. The 1993 law bans state regulation of rates and market entry, but leaves to states oversight of 'other terms and conditions' of wireless service.
That bill would erase
the states' remaining, limited ability
to hold the wireless companies accountable
for some anti-consumer actions.

It would effectively unleash wireless telcos to agree on consumer treatment and then deliver that treatment.

Thanks Sen. Mark Pryor (D-Ark.)! I was terribly concerned that my wireless telcos might not have all the control over my wireless experience that they might.

which is precisely why the telcos aren't fighting the bill very strenuously. Federal bills are notoriously toothless and filled with loopholes so big a bus could be driven through. State law, OTOH, such as California, protects the consumer and holds telcos accountable with quantifiable repercussions if compliance is not met. Telcos can't have that so they prefer a toothless federal bill to be enforced by an even weaker FTC.

Well I can understand some arguments for national regulations- all major cell-phone carriers operate nation-wide, and to have to operate to fifty different sets of standards could theoretically cause problems- the trouble comes when the national "regulations" just remove the consumer's rights.
