Bell's Magic Back to School Disappearing Caps
Seemingly Generous Caps Evaporate in New Promos
by Karl Bode Friday 24-Aug-2012 tags: business · bandwidth
Canadian ISPs have long been the most "creative" in North America when it comes to punitive bandwidth caps and high overage charges. Bell is now taking this creativity to a new level with a series of new promotions aimed specifically at college students that promises them a high monthly usage allotment, then pulls the rug out from under their feet.

Click for full size
As users in our Bell Canada forum note, the promotion offers the company's tiers with higher-than-normal usage cap allotments of 265 GB (for Fibe 5Mbps) 325 (for Fibe 15 Mbps) and 375 (for Fibe 25 Mbps). The catch? Users in our forums highlight the fine print, which notes that these caps are only that high for eight months, after which they fall dramatically. Here's the 5 Mbps tier:

Available to new customers who continuously subscribe to Internet 5 (5 Mbps download speed and min. 680 Kbps and max. 0.8 Mbps upload speed). Extra data usage of 250 GB/mo. (for a total of 265 GB/mo.) and $33.95/mo. are valid for 8 months from activation date. After 8 months, included data usage will be 15 GB/mo. and price for Internet $38.95/mo. Data usage: overage fee: $2.50/additional GB; max. $80.

In other words, caps of 265, 325 and 375 GB fall to 15 GB, 75 GB and 125 GB, respectively, and Bell is hoping that college students don't notice.

Well now.....

This IS a back to school promotion, and 8 months should cover most of a students year. Not too shabby.

Re: Well now.....

WOW, from 265 GB down to 15GB??????? WTH! Just long enough for you to get into a netflix series or start watching stuff on hulu. then month 9, HUGE bill shocker. I thought ISPs were working on the "bill shock" issue??????

So trick question, if everyone in a area gets business class internet (no caps) and everyone pays there bills. Does the ISP need to worry about "rationing" bits and bytes?????

Nothing 'disappeared'

First time I heard about the promo, it was valid for eight months.

People should learn to read the fine print before signing up for stuff instead of complaining that things 'evaporated' when the 'evaporation' was included in the offer's details.

On the other hand, I agree with the general sentiment that time-limited components or otherwise potentially undesirable parts of any offer should be more visible than fine print.

Nothing New for BHell

Same old, same old for BHell. "Legit" deception in the fine print. They get away with it because the majority of suckers subscribers don't bother to read the fine print and BHell knows it.

Count on BHell for a continued negative experience and negative value. Hmmm that goes well with my negative post!

Not so fine print?

I don't know, doesn't seem terribly fine print to me... It does say in the left most column that those usages are for 8 months. One can assume that that changes after the mentioned period.

Promos are designed for an 8 mos school year

These promos are designed for a college student during an 8 mos school year. School ends, they go home; promo ends. They return 4 months later and sign up for service and get a new 8 mos promo. What is wrong with that?

The promo isn't designed for a student living at home 12 mos of the year and commuting to a local college. It is for a student who goes away to college; signs up for internet service; and then terminates service and goes home for the summer.

Not according to the ad. There are no startup costs and no contract. This is designed for students away at college.

so what college degree can you get for 8 months of school? It took me 21 months just to get my Associates. Also, does the account really "reset" after a few months off for summer vacation? or is it like most where you cant have to service for 6 months then you can get a "new" account?

Betting bell hopes the kids get into a habit of HUGE data usage, then when they get home to mom and dads 15gb Bell internet, bell gets a huge" graduation gift" from all the overages.

Both Bell and Rogers offer a similar promo. They offer increased Usage at no additional cost, no install fees, and NO CONTRACTS for 8 months.

It's designed for students who move away from home and live off campus. These students will sign up for these promos and then at then end of the eight months they will close their accounts and move home for the summer. As soon as September hits, they move back to their college town and start the cycle again. Obviously no one can get a degree in 8 months. Bell/Rogers are hoping the typical out of town student will repeat this cycle for four or five years.

Nothing deceptive here IMO, the terms and conditions are clearly stated. Great way to capitalize on the student segment who would otherwise camp out at libraries in order to get internet. They make it easy to set up by providing the equipment free of charge, whereas third party providers often require you to purchase a modem and pay an install/activation fee, provide increased usage so that most students won't have to worry about unexpected costs, and provide the service free of contracts to give students ultimate flexibility when the school year is over.

Yeah except that it states: "Available to new customers who continuously subscribe to Internet (x speed)" - in the fine print.

How much do think it will cost at the end of 8 months to get out? I guess Republicans don't read the fine print either.

I read just fine. There is no mention of a termination fee and it specifically states it is for a month to month with no contract. And "continuously subscribe" doesn't mean forever. It just means you can't sign up; quit; re-signup; quit, etc during the 8 mos period to get the promo rates.

It would mean continuously for the 8 months.

If someone went and changed rates, or cancelled, it would not be valid.

One of the problems is that Bell does not give you an opportunity to pay a higher price to keep the bandwidth. There is no fee you can pay to get 250GB added to your account, that maxes out at 125GB, if memory serves. Your only option is to pay the maxmium overage fee, and hope that Bell never removes it. They've done so in the past; the cap is currently $80, it used to be $50, and before that $30, and they've said during regulatory hearings that they intend to remove it entirely.

So, if your 8 months expires, or you're just a normal schmuck who wants more bandwidth, your bill goes from $34 per month up to $116 per month. That's insane, particularly when other companies will sell you the same speed of DSL service anywhere in Bell's territory for $40 or less.

It's also much less common for university students in Canada to "go away" to university. Six of the ten largest cities in Canada are in the two provinces that are Bell's serving area, and as a result the majority of Bell's customers are near a major university. Some of them in the larger cities, like McGill, are what you'd call an "Ivy League" school if such a thing existed here, despite what The Simpsons might say about it. It's certainly not unheard of for students to move away from home to go to university, but it's uncommon. Most of the students living in residence at Canadian universities (for those schools that even have residences) are from abroad.

As a result, it seems unlikely that Bell would be offering this sale targeting students living away from home for the school year; that's not the norm, certainly not in Quebec, unless you live in a rural area.

Why is it illegal to use that much bandwidth and why is it the Americans fault?

And, wait, aren't Canadians technically American too? I thought the reverse situation was usually argued (that citizens of the U.S. aren't the only "Americans")

Bell does this every year

Conveniently, I also tend to move in September, so I sign up for this for 8 months, and then flee over to a third party ISP afterwards.

Re: Bell does this every year

I got this offer as soon as I saw it (I always read the fine print, as I am a Bell customer for over 10 years ... you learn things with experience :P)
I desperately needed this as I exceed my bandwidth limit or get 1GB close to exceeding every single month. I remember several months where I restrict my family to just browsing during the last week of the cycle.

btw, you don't have to be a student to get this offer ... if you are a long time customer and speak to the loyalty department nicely (and if they don't agree then speak rudely, eventually saying you will disconnect and they will let you take the offer)
When I look at my bandwidth tracking meter now its like a dream come true ... If only I can have 400GB every month, I will never need to check my bandwidth usage.

But what the hell is up with the "limited time offer" ... how can someone have the need of 250GB for only 8 months and then settle for something multiple times less from the 9th month. It just doesn't make any sense.
People in USA, UK and even India laugh at the prices we pay in Canada for internet and the ridiculous bandwidth limits we have. Shame on Bell and Rogers for treating us like this.

students only

These caps are actually quite decent. The offer is completely fine and the OP is just retarded. Most students are in school for about 8 months of the year and that's exactly what this offer covers. Then when you start school again next year you can sign up for a similar offer again. There is no contract, the problem is people want everything for free.

This is Awesome

80 dollars max that is amazing i wish i could get this plan but unfornately I am stuck with mobile bell internet where the cap is 10gig a month and no max fee.
