I think the addition of throttling and then the removal after network upgrades would suggest that maybe there was a congestion problem. If there was not why would they have wasted the time and money to upgrade backhauls back from the DSLAMS? | |

280000 IPTV users they added themsleves that use the same back end as dsl net each of these IPTV users could use upto 7500GB a month and each dsl 5 megabit user a max of 1600 GB

| keyword here "may not be subject to Technical Internet Traffic Management Practices" Throttling would cut into bells bottom dollar, they can't have you using less bits and bytes they would be screwing themselves out of money for nothing and paying for the gear to do it.
I still hold hopes that Measurements Canada will be involved in determining the accuracy of bells/rogers traffic counters.

But buy building your last mile out FULLY you by pass bell and the rest for that. instead you do sit around twirling your thumbs and just keep bowing down to Bell and Rogers and putting up with them. in 3-4 years you could have had a good size worth of actual network put in. WiMax or anything else. Just proves that 3rd party ISPs are in it for the $$$$ and will do what ever the network provider says without problems. | |

Fiber is costly to deploy. My new ISP is deploying fiber in select cities, but mine is 17th on their list.
My ISP is a third party reseller; somewhat. My current service, however, is not resold ILEC service, though it does rely on ILEC copper. Which, BTW, is less than two years old (though the neighborhood is closer to 47 years old).
When this neighborhood was built, around 1965, local ordinance only required that the utility poles not be set on the streets. The utilities in this county have slowly been burying the lines on arterial streets. As they can set aside the capital to do so. They may never get to the point of burying all the aerial suburban housing lines.

Instead they're busy spending the $$$ on new wholesale/resell deals that are killing their business due to not being able to keep up with demand because they don't stop new signups in areas that are over sold to the point where you don't even get half of the speed you pay for. | |

It prevents ISPs' networks from being congested -- and their valuable bandwidth consumed -- by attempts by third parties to use their bandwidth without permission or compensation. If my upstream could do this for me, I'd be thankful, because its much more effective to filter at the upstream gateway than closer to the edge of the network. | |
