States, fed square off in debate

The ban on taxing web access expires Saturday, while the states continue to fight efforts to replace it. As the Rocky Mountain News explores, legislators are split over whether or not to extend a ban on taxing internet access and impose new internet retail taxes. The states are naturally opposed to any new bans, and the Multi-State Tax Commission recently released a study indicating that state and local governments could stand to lose as much as $4 billion and $8.75 billion yearly by 2006. Aside from money lost from traditional web connections, the states are concerned that the wording of the proposed replacement legislation could prevent them from taxing VoIP providers. Ten states who currently tax web access (such as DSL) could stand to lose $80 and $120 million annually.

This is realy great for helping the economy

No really.....it is. There are already 5 other fees and universal taxes on web access. And how the HELL do you tax web access? They are already taxing ISPs for their revenue. Comcast and verizon dont take in 10 billion or whatever annually from internet connection sales and pay nothing. So they want to tax their (ISPs) income AND web access?

Everyone pays sales tax on internet connections right? This would mean that there would be an additional unrelated web tax?

Internet access services like VOIP, this means that they can tax it as a telecom serice (like verizon) and then DOUBLE tax it for web access, not to mention the ADDITIONAL web sales tax!

WTF are these states trying to do here? Everyones verizon bill would go from 29.99 to 32 bucks for standard sales tax and maybe 37 after all of said taxes.

Cell phone bills already suffer for this. I pay city, county, and state tax on my cell. 39.99 = 47.95 per month here in maryland after taxes.

This is almost a tax to help the following with Big bad Lobbies in Washington and all Government.

1. Walmart/K mart/Target(loss of sales to a little guy online and Ebay)
2. Usual Suspects: SBC, Verizon and their Klan.

Walmart probably thinks this is Cool as selling themselves as all American when they are a China junk store.

True but the Constitution has essentially been moot since 1933 when emergency powers were given to FDR and have continued to this day. Heck, New York State has a constitutional ban on gambling yet the Governor has been working overtime to get around it by teaming up with Native American tribes and taking a percentage of their income. When you get right down to it now, the Constitution is just a piece of paper that is probably more valuable for its status as an antique than the words that are written on it.

Not exactly. Gambling is normally done on the reservation, which is in effect either Federal property or a foreign country. Not sure exactly. And that means that NY has no legal authority there.

this will hurt the economy, many online stores arent geared to handle the tax systems of 50 states let alone all the counties and cities who have sales tax. and i thought internet access was taxed allready, what is "web access" and how is it different from internet, sounds to me like a get rich quick and spend it all plan by the states.

Just like in Ohio, we are taxed to hell. Our state just started taxing the hell out of everything not nailed down and then some. By next 2 years our sales tax is going to be 12.5 cents on the dollar(from 6.5 cents), that is high by any standard. They did this tax hike without anyone knowing about it, saying it was done to help our state economy. Now our local city has raised our taxes to the highest in this part of the state also. Now more taxes on internet access and e-commerce will break the bank(us) worse than we already are. We are stretched too far and about to break. Its like getting water from a stone. When its broke tax it, that is their solution to everything. We are going back to Medieval times of fighting off the the tax man sent from the local Lord(laugh it up, because it is already happening). They are taxing those of us that already are hurting because of job loss since that raccoon looking Prez of ours has become some sort of dictactor now with congress giving him and his administration full power to do what they wish which is against the Constitution(they would roll over in their graves if they new this was happening!) I thought we claimed Independence from England for this type of crap! People need to start speaking up and making these politicians do what they are supposed to. Money talks though. Just saying what all of you already know, a redundant comment I guess.

Just posted and went out and got the mail, low and behold there is a new tax hike levy of about $200 a year more on top of the new tax hike of $800 a year that they just imposed that they want passed November 4th. What are we going to do!!!!!!!! Every few months there are new taxes for all of us. Now what happens if the Web access and e-commerce taxes go in effect? We need a US tea party(not Boston haha!).

That is the general attitude that will take place. States will really be shooting themselves in the foot if they do that. I sense "mail in" web sales taking affect.

Print out an invoice online mail that sucker in, and the company pays tax as a mail order vs. web access.

The fact that this can even be fathomed shows the disrimination on web access tax.

That's sort of like dumping a whole lot of bloody, dead fish into the waters around Florida when the coast guard sees some illegals trying to make land. I think (clarify if I'm wrong) the rules state if the illegals make it to land they can stay, but if they get pulled into the coast guards boat, they get sent back. Well i think some frantic, hungry sharks swimming about would make a darn good incentive to get in the coast guards boat!

Take Lawyers out of Government

The big problem with government especially in the Legislative branch is we have a government run buy lawyers. Lawyers have already created so much confusion our country is now buy the lawyer and for the lawyer and screw everyone else.

They really could care less about adding another tax because this country of Lawyers has it so screwed up already the only way to fix it is to remove them all from Government.

Internet tax unacceptable, Taxing on E-commerce could kill that business also. This is just another act buy stupid aristocrats who have a butler or a grunt do their email and funny enough know about as much about the internet as George Bush or Al Gore

An often-cited study by the University of Tennessee estimated that states, cities and counties nationwide lost a total of $13.3 billion in revenue in 2001 because of uncollected e-commerce sales taxes. Colorado lost an estimated $200.7 million in revenue, according to the study. The study went on to project that the loss will grow to $45 billion annually by 2006.
How do you lose revenue you've never collected? That's like saying I lost 190 Million this weekend, because I didn't win the power-ball.

I wish these people would be a little clearer - a loss of 'potential revenue' would be a much more accurate statement in my opinion.

As far as the taxes themselves go, I think we're taxed enough. States need to cut spending, not increase revenue, IMHO. (tho that's probably getting a bit off topic

thank you. Potential revenue is exactly what it is. Its the same confusion that screws people in the stocks. Just because a stock drops in price, doesn't mean you've lost anything. Its potential, aka if you were to have sold it at its high, potentially you would have made ______. If you still have the stocks, you haven't really lost anything, you still have the stocks, you don't exactly have to sell them...

You want tax money, how about kicking the irs's ass to actually attack the big corperate jerk off's that are skimping on their tax's instead of leeching it out of the people who actually have to work for it.

No i'm sorry, wearing a suit, and sitting in an office on the phone as a ceo, and making the occasional decision does not qualify you for 100mil pay check a year. Especially when your running your company in a way that gets around alot of the taxings by "paper moving" your hq to bermuda.

Speaking of taxes...........

Here in Altoona PA, the stupid asses that run this mini city, as of todays paper, just LOST 1.6 MILLION dollars. No businesses want to come here to setup shop (to many taxes and no incentives), entertainment no longer here (i.e. concerts, wrestling, ect. because of the entertainment tax).....BUT WAIT....the city does countless wasteful projects (a list a mile long) with taxpayer money. I'm a business owner here and believe me, they don't raise taxes here, they just create NEW ones.

Agreed! Same in this area where we just built new stadiums for our loosing teams, which was done in spite of the objections and votes of the overwhelming majority of tax payers.

So, who the hell do you vote for to end this mess!!!???!!! It simply doesn't seem to matter here in PA! Does it!

I finally had it with both parties, and switched to Independent a few years ago. My way of making a statement, since here in PA it sure seems my vote doesn't.

If there is money being made somewhere, they will go after it.

Everyone remember the free ATM machines (bank machines that is). Now every time you use it you pay $2.00 fee to put gas in some tycoon's yacht while it really costs about $0.15 per transaction. Talk about profit and greed. A robot does the work, employees who used to make $10/hour are all fired because they are not needed due to robot teller.

It is generally the case that the consumer is responsible for their home state's sales tax, plus penalty and interest, whether said taxes are collected or not. Let's say that you live in one state with 7% sales tax, but slip over the state line and buy a major appliance in a 5% sales tax state. You are often liable to pay the 2% difference to your home state. Who collects this tax isn't a huge issue to me. You are either liable by your home state's laws or you are not. If Amazon or any dot com does not collect the buyer's home state sales tax, it doesn't exempt the buyer from the tax liability.

this is total crap! not only is it against the law to double tax anything, but who is gonna enforce that?
you pay yet 75-90% of your money goes to these outrageous taxes to fund more crap! but thats ok because 90% complain about it and 2% say something to congress about it and you wonder why we have these outrageous taxes.

its about time to vote and vote we shall for someone that wont do his job and cares nothing about it and yet he will still get a paycheck for the rest of his life for lying to us. i wish i had a job like that!
