It is fully registered as a business in its home state or country and does not have an extensive unresolved consumer complaints record with the state authorities. 3. The BSP has a quality website, with direct and 1-800 numbers, and human sales service and support staff. (For broadband service providers..) 4. The BSP owns and manages routers, located or colocated in quality data centers that have backup power systems. 5. The BSP wholly owns or has delegated IP blocks. 6. The BSP has an anti-spam and anti-abuse policy, and is not currently listed as a promoter or facilitator of spammers or spam tools. 7.
