How to make my PC quieter!

I just can't take it anymore. During the hot summer months and even during the winter it seems my cpu fan just goes crazy.

I don't know much about the rpm but 5037 does seem high. I believe my temperatures are in the ok range.. This is a stock fan that came with the processor. Here are some specs

Asus P4P800-E Deluxe,
p4 3.06E ghz 800 fsb 1mb cache,
1024mb DDR Corsair pc3200 ram,
ATI 9800 pro 256mb,
western digital 120 gb 7200 rpm.
XP Pro
Should I invest in a better CPU fan?? If some which ones would you recommend? Any advice is appreciated.
