Very good idea. It gives the user ample time and warning to fix the problem while taking care of the situation in a reasonable time frame.
Of course, then you might also have "repeat offenders" who get infected (and are forced to clean their systems) regularly. Perhaps 3 Internet shut offs in a specified short period of time (3 months?) would lead to account termination.
