| slow speeds in cleveland oh
for the last few hours i have been getting very slow speeds compared to what i usually get...the speeds i have been getting are 1457 / 104 while i usually get around 3mbits/200kbps. if anyone can help me out and explain what is going on i would really appreciate it. thanks

Your speed tests don't indicate the choke point, they only show the slowdown.
Traceroutes are functional in many parts of the network, these can be used to show where latency is picked up.
if you can, post a traceroute.
