The owner of Seisint is Hank Asher, an alleged former drug smuggler. More disturbing is that, according to the following news article, background investigations of Seisint employees were only undertaken in August 2003, one year after they began working on the MATRIX program. Most disturbing is that the developers of MATRIX are considering giving the CIA access to this database; information Congress barred the CIA from having access to in the 1970s.
