Actually, there is a huge market for mobile-mounted (rugged) modems. From public safety vehicles to the incredible variety several municipalities use on the streets. Several CDPD shops are looking for the 5 yr upgrade plan and this looks promising - if anyone can get their modems with GPS built out.
