The only thing comes to mind is that locally, they are negotiating too high a baud rate? said by HP SITE: ITU-T Group 3 fax with Error Correction Mode 33.6 Kbps fax capability

And like above 11 digit dialing always. 14.4kbps max but 9600 is safer.
