The only thing comes to mind is that locally, they are negotiating too high a baud rate?

Yes I can hear a dial tone and the fax "squeal", the fax machine shows"connecting" but will not proceed any further. |

And like above 11 digit dialing always. 14.4kbps max but 9600 is safer.
Cisco 186, I've not sent many, but no problems at 9600. Not sure how "local" would be different?--
