I've been reporting every single spam that gets past the Hotmail filters.
My filters are fairly limited to ten rules and YES SPAM has started cutting back.

| reply to FishPants Apparently, Hotmail had been setting "spamtrap" addresses from May 12 to June 13 as part of the investigation into Scott Richter & OptInRealBig. Conjecture Spammers may now know that Hotmail is "sprinkled" with these spamtrap addresses and may be laying off sending spam to Hotmail in order to avoid hitting these spamtraps and drawing attention to themselves. -- The Rules of Spam | Maryland's New Anti-Spam Law Where are we going?
