I started to fill out the 70 page application, but became disheartened after reading the outrageous requirements. There is little encouragement for "true" rural deployment. The only ones getting money out of this are Mom and Pop's and co-op's (Small and mid size ILECs and FB-CLECs). You are partially correct that the money will not be used for its intended purpose. Most will roll out some sort of Pseudo Broadband and charge an outrageous fee for the privilege. Meanwhile people such as small WISPs, who can actually provide a decent bb service, are struggling to raise the capital to set up POPs. The Ford plant here in town gets a tax break. I guess that every Ford is built using public money. The steel plant paid a big fat 0 in taxes this year. I guess that means all of that steel produced belongs to "the people".
