Heck, New York State has a constitutional ban on gambling yet the Governor has been working overtime to get around it by teaming up with Native American tribes and taking a percentage of their income. When you get right down to it now, the Constitution is just a piece of paper that is probably more valuable for its status as an antique than the words that are written on it.
Not exactly. Gambling is normally done on the reservation, which is in effect either Federal property or a foreign country. Not sure exactly. And that means that NY has no legal authority there. |
