Not exactly. Gambling is normally done on the reservation, which is in effect either Federal property or a foreign country. Not sure exactly. And that means that NY has no legal authority there. |

True but the Constitution has essentially been moot since 1933 when emergency powers were given to FDR and have continued to this day.
