Web Hosting on SBC

I am an IT student and want to establish a web site for testing classroom lessons.

I would like to set up IIS 5.0 or IIS 6.0, when my Win 2003 Server software arrives, to test ASP and ASP.NET web services

Of course, ultimately I would like to include other development platforms on the site.

Do I need to upgrade my SBC subscription to a static IP address? Additionally I know the upload speed will be lower but are there any other issue?

Any other suggestion or warnings?

The TOS are conflicting.
The description for Static packages encourages using them for web servers:
"SBC Yahoo! DSL Basic-S Package Internet service gives you all the benefits and customization unique to SBC Yahoo! DSL with 5 static IPs making it possible to host a Web server or access VPN "
The TOS on the other hand says:
"Unless your account was provisioned with a single static IP address prior to May 1, 2001, you will not use the Service to operate server programs, including, but not limited to mail servers, IRC servers, FTP servers, or Web servers."

It's as if the right hand doesn't know what the left hand is doing sometimes.

Does the same TOS apply to dynamic and static or does the static have a different TOS?
edit just read the tos and seen this:
The dynamic IP address is a single Internet address intended for use with a single Member Account, and the static IP address or multiple static IP address service is intended for use with a single computer or a network of computer/servers.

From what I've read of the TOS it is a violation of the TOS, BUT SBC does not go after people who do this and basically don't care. Also, I'd advise using Apache over IIS, basically because Apache is more functional and safer than IIS. A static IP is nice. I run my server on dynamic with no problem though. I bought my DN from NO-IP (»www.no-ip.com/) and they have a nice little program that will update the DNS's if my IP changes for some reason. This does mean about 5 minutes or so of downtime on the web as the DNS's take a little time to update. SBC static IPs are quite expensive and the minor invoneniance of dynamic, in my opinion, outway the price.

The TOS says you can't do it, but unless you are running something which causes a lot of traffic or gets the attention of the DCMA fascists (MPAA, RIAA) nobody will bother you.

You don't really need to put it online for testing though. I run Apache on my laptop to play with MySQL and access it via localhost. But there's something cool about your test stuff actually running on the 'net "in the wild".

Bottom line: Don't try to run a busy public server and nobody will care.

Thanks for the quick replies. Seems I should be ok for what I want to do with it.

Also thanks for the Apache suggestion. I want to try out a couple of different platforms and see what happens. I eventually must write a "professional project." My thoughts at this point are by deploying a couple of platforms I could get material for the project.
