If this is true, Verizon should upgrade all 768/128 DSL customers to 1500/128, rather than just "those who qualify" (which I am assuming is a reference to subscriber loop length), since the DSL Modem and the DSLAM will negotiate the best attainable data rates during sync.
Consider a DSLAM port provisioned for 1500 kbps downstream. On a short, high quality subscriber loop, the downstream rate will be capped by the provisioning limit (1500 kbps), i.e. the FAST rate will be 1500 but the MAX rate will be much higher.
On a long and/or poor quality subscriber loop, the downstream rate will be limited by the speed at which the DSL modem can attain sync with the DSLAM, i.e. the MAX rate (and thus the FAST rate) will be less than 1500 kbps.

Are there actual electrical differences when a DSLAM port is configured for different downlink rates, or is it just a software-programmable cap?
From the turn-up results I've seen, it appears that the DSL modem will sync with the DSLAM at whatever maximum rate can be attained. However, if the MAX rate is greater than the provisioning, you're capped by the latter.
For example, my sister's DSL turn-up results are a FAST rate of 768 down, and a MAX rate of over 4900 down, so she's capped by her provisioning at 768 down.

If we were to "un-cap" the provisioning on your line it would cause you to lose sync. Your line would be sure to lose sync if it were provisioned to 1.6.
All I can say is what I have seen and there are no rules that I haven't seen DSL break there is always something new for me to see every month i.e. your line |

No actually the upstream speed will be dropped to 64 kbps... Verizon giveth, and Verizon taketh away. All must be in balance...

Oh, I was calculating that based on the downstream rate being doubled, so the upstream rate would be halved. 
Just goofing around, but which would people prefer (and why)? 768/128 or 1500/64?

| Personally I prefer the 1500/128 that I have. 768 just isn't enough bandwidth for me when I'm on the PC and my Wife is logged onto work. I'm not too particular about upstream since I rarely upload large files. I don't do file sharing so upload speed is not important to me. -- Regards,PC |

If it does come into being, I think it will take somewhere in the lines of a couple of years for it to take effect though. I've been with Verizon long enough to know how they drag their feet on making upgrades.....Hell, It's been months since the account log-in on the home page worked...lol....I hate to sound negative or anything, but I just don't see it happening for a while, or even at all. |

Starting tommorow all new VOL customers will be "up to 1.5/128" for $35 a month. The up to is because only customers out 12,000 feet or less will be provisioned to 1.5. Anyone out farther than 12k feet will be 768. The deal goes public the middle of May. All current customers will be grandfathered which means until they cancel or actually call to order they will remain the same speed for the same price. Also this will only be for customers on ATM (all of ex-BA area and parts of ex-GTE areas. customers on Frame-Relay will still be 768/128).

| reply to Paul928 According to a VADI tech I recently talked to, the provisioning of DSL lines is remotely configurable through supervisory access to the DSLAM and router; it does not require a DSLAM card swap, etc.
However, switching everyone over to 1500 downstream could cause some very intra-CO interesting network congestion problems.

That brings up two questions:
1. If 1500/128 is going to cost $35/month, what is the price going to be with a Veriations bundle?
2. Are you saying that current customers have to call VOL and request an upgrade, or that they have to cancel their current VOL DSL service and then place a brand new order for "upgraded" service?
The latter makes no sense, but then again we are talking about Verizon...
