Funny that, my Verizon line is always the same speed. It isn't fast really 730, but it is consistant.

Everything has slowdowns in peak hours, not just cable. everything is shared at a certain point. cable the node, DSL the CO etc...your providers uplink is shared by all customers using that provider, when it becomes saturated, slowdowns occur.
