My guess is that AT&T and the local telco were not serving Glenwood Spring's need for broadband. Broadband is no longer a luxury, it's a necessity. Cities and towns without it are going to wither and die.
Residential property values in areas without broadband are already falling. So you either spend a little tax money on broadband now or you take a big hit later when you try to sell your house.
