Do you have access via another ISP ?? Try and download it and see if EL allows you to. They may block access to that page or to the file itself based on your IP address.

Try this to see it --taken from the Pop-UP Blocker FAQ:

Right-click in the Internet Explorer Toolbar [the Toolbar is at the top of the Explorer window and contains the Back, Forward, and Stop buttons] and check Pop-Up Blocker.

If Pop-Up Blocker is checked, but you still can't see the buttons, try resizing or moving your Internet Explorer toolbars. (If you don't know how to do this, click the Internet Explorer Help menu for help.)


I don't have another ISP to try it on. Have Netzero, but it does not seem to work anymore.
