Did you note that the same article shows that Jupiter is designed to cover even less? Assuming ViaSat is doing the same thing, the idea is to point the new ones at the areas with the largest number of possible customers.
I was just looking and Satbeams says Jupiter is scheduled to launch in April, I don't know if they know for sure but they list all kinds of satellites and their scheduled launch times. Spaceway 5 to serve Canada is scheduled for 2015 and spaceway 6 to serve the US is scheduled for 2016.
