I don't think so, since the CRTC originally ordered the speed matching last year, and Bell cried to the feds, so the CRTC was ordered to look at it again. They did, and ruled in favour again.

Bellus can always appeal it again, but i really don't think Cabinet will throw them a bone a second time.
