Am I the only lucky one? Sync rates are normal at 6016/768. Have power cycled and rebooted the modem multiple times. Even rebooted the PCs.

That much download with no upload sounds a bit fishy, though. Wouldn't the upstream get saturated and kill the download after a few seconds? |

Hopefully there's scheduled or unscheduled maintenance going on, they haven't done the final testing, and they'll figure out there's a problem when they check it.
Otherwise you'll have to rattle Support's cage and see if they can rip/rebuild [if I were a Covad tech with access to the right controls, that'd be what I'd do at this point; you've power-cycled and done all of the other Tier-One Support things and the line looks OK*]. *Stats not complete, see below.
One last question, though: What does your upstream noise figure look like? I only see the one for downstream. If you had some sort of RFI in the LF/lower MF range, it could theoretically affect your upload without affecting your download very much [except for saturated upload choking off the download eventually if it got bad enough]. |

I hope this is fixed when you wake up this morning.
BTW: Did you check your cables to make sure they're securely plugged in? It sounds like a no-brainer, but I've seen half a building taken out for several hours because the plastic piece broke off a cable and it slipped halfway out of the port.
If you haven't already done so, you might want to swap out modems, cables and/or routers just to be sure it isn't your hardware. Swapping modems will also give you a chance to look at the upstream noise figure [although you'd probably see it in the port rates if your upstream were melting down due to RFI or malfunction].
I suppose the only good news is that you don't have to check your data pair for squirrel damage.
If I had to bet money on it, I'd say Covad swapped out a piece of hardware which changed their internal network configuration and they need to rip and rebuild your circuit. Sounds like this thread: »Extremely slow upload speed |

In that case, Covad or AT&T 'fixed' something and you'll probably have to ask Earthlink to ask them to fix it right. I think the second tier of phone support can rip and rebuild or have it done [I think one of the Indian support folks who was more competent tried that back when I had my issues two years ago]. |

Edit, I found a burned out street light at the pole to the left of my property line and even though it is out/dark there is a buzzing loud enough to hear from my side porch. Walked up to it today to get the GA Power tag number (round metal ID tag nailed to pole) and called it in for street light repairs. I wonder if that is the cause? |

If you've got a longwave or general-coverage radio, you can tune to the bottom of the LW band and try the 'AM radio' trick. Most of those radios tune down to about 150KHz, which is just above 138KHz [dividing point between upstream and downstream bins in G.DMT Annex A]. |
