You can either connect the phone to your computer the same way you do when syncing it, or connect via bluetooth to your computer (if your computer supports that), then once the sync is established, on your phone in the Accessories folder is an applet called Internet Sharing. Just run that ap and it will connect and give your computer an internet connection using the phone's 3G (or EDGE) connection.
Really, if you already have your syncing established, tethering with T-Mobile and a WinMo phone is as simple as connecting the USB cable (or Bluetooth) and pressing a few keys on the phone.
