I don't think anyone here will claim to know all the technical details of that piece of software to be able to give an in depth response. The software isn't open source anyway so I don't think anyone is sure exactly what it is doing. I will try to make an educated guess but can't claim any special insider knowledge.

I think Level 5 claims to be able to thoroughly test bad blocks and, if they pass the tests and a series of readings and rewritings, the block can be remapped as good.
I think the general gist of the quote is that there are generally good reasons why a block has been remapped. A sector that is marginal could conceivably fail a test, then pass it next time, then fail it the time after that. There are tolerances and if a block is on the ragged edge of what is acceptable remapping it back after it passes a test is probably only a temporary solution. The chances are good that you will quickly be retesting the drive as errors crop up again.

In general if you have indications that a drive is failing it is best to replace the drive rather than trying to force its lifespan. I realize that some people write that they have used level 5 and have considerable additional trouble free use. I think the person you quoted thinks the benefit is questionable and any such claims are aberrations.

I was just trying to answer the OP confusion.

I didn't mean to give the impression that I am a partisan in any debate about or with steve gibson.
I'm not in a position to properly answer your questions. Any larger debate I have wandered into, it was accidental.
