Definitely NOT worth the purchase cost of $30. Not when the very same thing can be done for free simply by going to microsoft update.
Plus, there is a well known freeware product that does the same.

Purchase cost? I think you better look again the posted tool (Windows Vulnerability Scanner) is free the one that cost $30 is (Protector Plus 2008 antivirus software).
