[XP Pro] Can not Browse in Windows Explorer, constant updating..

Hi:
When a person is working in a branch of folders off the root and they are modifying files in a folder on that branch and another user is in that same branch, but not necessarily in the particular folder where the file modifications are being carried out... the second user can not browse any where to any folder in Windows Explorer, because the Windows Explorer is in constant update, the hour glass is constantly present.

What can be done to resolve this and permit the second user to browse??

Welcome to Microsoft Windows, can you please explain this in terms that are normal.

What?
How?
Where?
Why?

We never talk about branches and leaves when explaining our issues in Microsoft Windows we talk about folders, and sub folders, user access, etc.
