If they use drm the service will fail before it starts. People aren't going to donate their upload for drm locked content, when they can just non drm locked content just as easy if not easier.

The titles will be protected by digital rights management software to prevent the programmes being traded illegally on the internet.

They might if they receive some sort of credits for seeding that they can put towards future downloads for free content and/or discounts. Even if the material weren't DRM, I'd have a problem with someone making money on my upload bandwidth (which I paid for) without some sort of compensation.
