The insurgents/militants/bad guys already use existing forms of telecom for that purpose, such as cell and satellite phones, 2-way radios, etc., etc.

People have been completely unable to contact police, hospitals, etc. This wimax is part of trying to get these people connected. It's not the solution, it's part of it. It can be used for both good and bad. Isolation, IMO, is part of the problem these people are having. |

Imagine these people using encrypted e-mails to scheme large-scale suicide bombings. Quite frankly, its the only notable thing they'll do. The people who try to learn will be oppressed by these groups of destructive people.
