Cable is an Info Svc; so makes sense BPL is too

Aside from any issues about encouraging BPL to expand, it makes sense that BPL would be classified as an Interstate Information Service, because that is how cable companies are classified. Why would BPL be classified differently?

But who will be the regulatory agent for BPL? FCC didn't want to regulate cable and pushed it down to the states to handle, who in turn pushed it down to county/city authorities. How should we expect this to apply, if at all, to BPL?

It's probably a moot point anyway. We're coming to the end of the "Year of BPL", and it seems like it's the third year that has been declared as "the year". I think you're going to see companies focusing BPL deployments primarily on grid management and not Internet access. However, it's a tough decision since there's several established low-bandwidth PLC based systems that do meter reading and grid management with less risk, hassle, and presumably less cost than BPL.
