About the split between your modem and TV. As long as signal strength is within spec, it shouldn't affect your video or data performance. The tech would know, since he has the equipment to measure signals.
The fact that your reception with the old setup was horrible may have been caused by a couple of things. The signal coming to the house may not have been very strong, the cables were just in bad shape, multiple unnecessary splits, or a combination of some or all of the above.
Ultimately, it IS usually best to have all of your cables split at ONE single location, but techs also have to balance that with cosmetics. If there is more than enough signal to share a single outlet between 2 devices, then there is no use in drilling more holes in your house.
Also, there are systems out there that discourage techs from installing more than one outlet per room unless absolutely necessary.
As far as the billing mistakes go, I am sorry to hear about that. That's a tough mistake. I sympathize. I've gone through the tough times myself.

Thanks for the nice reply. Hopefully, the way I'm wired, despite the splice, will work as he says.
The internet part of it seems to work excellently, despite the horrible picture quality I have on my computer and tv. I hope it works even better at the house, with the new lines.
