You're right that there's not much copper in the coax cables, cablcos use copper coated steel and only back to the fiber node.

a cops tazer has 50K volts. true it hurts but doesn't do much damage(i think the barbs they shoot hurt more than the current does.
Your statement about the Amps vs. Voltage is correct. Tasers have killed in quite a few cases though:
