Occasional re-rate exception?

Hardly "occasional" in SBCattland. It's pretty much the norm.

Recent renewals have been at the old rate (and in some cases much less...$27 for 6016/768 instead of $45 for example).

Maybe you were thinking of Comcast, who will only give existing customers a break if they threaten to go elsewhere.
