The average user probably uses 10-20GB per month in bandwidth.
Not in my house. Kids and wife probably don't come anywhere near that. 90% plus is web surfing, email and AIM. The other 10% might be iTunes or clicking some link to a video someone emailed them.

I on the other hand might would likely be considered a power user, and though I do no P2P, I'm always online and always checking things out. I remote connect to home from work occasionally and remote connect to work from home. I sometimes stream video using Slingbox. I can't imagine, though I don't have any monitoring enabled but I'm going to throw one on again, I come close to 20GB per month.

So I'm not sure where you get your "average" user info from.

I need to chime in here too:
I don't use P2P but my bandwith usage is around 100-130GB a month... Thankfully mostly download on the OOL side - otherwise I'd have a big problem. On the other hand I have 90-120GB upload with 1&1 in Germany on an ADSL2 line and no problems since I am not violating any TOS (no commercial usage etc.). You might ask yourself what the heck I do with this much bandwith? Watching Germany TV - all regular OTA stations - nothing illegal there either. Not Slingbox - but full quality MPEG-4 TV (I record MPEG-2 video with a Dreambox and the convert it to MPEG-4 on a PC sitting in Germany before ftp'ing it across - otherwise it would be 300-400GB as most German stations run at very little compressed 3+GB per hour).
Standard User? No. But I shouldn't have any problems with a provider giving me flat rate internet... Thankfully in Germany I don't on the upload side and with OOL I don't on the download side... Doing this the other direction would be a big issue....
I consider myself a power user - but I don't think someone with 20GB a month woudl qualify as such

Like you posted, I'd consider yourself a power user. I don't know any of the dozens of neighbors/family members I support that do any of that other then the 2 that do P2P.

OK guys just to clarify it doesn't matter if the average is 20, 10 whatever, my point was to poke fun at the user trying to define excessive use.

Doesn't much of the above belong in the capping thread? This thread should be to see if Boost users are getting the upgrade, and what there actual speeds are. I will start a new thread, and the moderators can decide how to handle this.

defining abuse is easy, its really just two questions.

1. is the usage negatively effecting the network?

if no then its not abuse, if yes then see number two.

2. is the usage excessive?

if no then its not abuse, if yes then it is abuse.

excessive being defined as a multiple of the average user's usage.
Defining excessive as "a multiple of the average user's usage" is only valid if you measure that number periodically and thus revise it when needed. Otherwise it is an invalid number since you are not factoring in the changes that occur in what people are doing. This is measuring something like the price of Gas in 2004 and looking at it right now and saying that the current price is excessive. For user usage, as new forms of uploads/downloads become available the average usage levels will go up as more people make use of the capabilities. The overselling formulas are not revised to keep up with current trends and thus penalize people who are not actually being abusive.

I don't know what is excessive or abusive, but I'll bet CV would be glad to see the 2% with the highest usage leave each year. Cheaper to let them leave and replace them with some email/websurfing users.

Probably why they don't mind capping and pissing off customers.

Enough capping discussion in here, please. The original topic really has nothing to do with capping, so if you want to discuss the cap, please keep it to the capping thread.

Why do they sell 15/2 package if what they want is a email/websurfer. I think they shud start selling 1mbit/256kbit and so on packages.

Because a plan like that is guaranteed to lose them money, thats why. Their market penetration is so high that if they were to offer something like that, they would lose more money from the current customers switching to it than they would gain from new customers signing up.

I'm in new jersey got the upgrade--

Download Speed: 27559 kbps (3444.9 KB/sec transfer rate)
Upload Speed: 2369 kbps (296.1 KB/sec transfer rate)

haha it's definitely not 5 mb...

it's awesome that there trying to raise the speed, but they shouldn't be hyping and convincing people if there speeds are 30/5 when in reality it's around 26-27 mb / 2.5 mb

They have not hyped or tried to convince anyone yet. The thread is based on an internal memo posted by an employee. If they publicly proclaim we have upgraded users to 30/5, and the upload speeds are still maxing around 2.5mbps then you will be completely correct.

For *some* reason overhead *cough*, those are exactly the speeds I would expect if I had Boost.

Why do people insist on looking a gift horse in the mouth? Be glad they didn't decide that 10/1 was good enough and roll everyone back.

I am in Suffern NY and I'm serviced by the Mahwah NJ System. I did the needed Reboot of my Modem and DOCSDIAG now reports that my Modem is provisioned for 5Mbs Up. Running the OOL Speed Check confirms this showing a 4+Mbs uplink speed (I used to get 2+Mbs (2.0xx which I attribute to round-off/measurement error). I'll wait a few days before that get the kinks out at which time I'd expect to be near 5Mbs.

All this talk about abuse.

Do you know what abuse is?

Paying $65 for service and not maxing it out.

Someone should try uploading to Giganews that would be a good test of the upload.

Is there a new version of DocsDiag that I don't know about. Mine stopped showing my UL/DL info when I got my new Surfboard.
