but...
I've heard somewhere that 98% of incumbents are re-elected... Assuming that is accurate, that right there would raise a flag in my mind. THINGS CAN'T CHANGE if 98% or elected officials are re-elected time after time. Also makes it difficult to adapt to changes in the modern world (I know, it sounds cliche). Possibly the system makes it too easy for the incumbent to focus on re-election other then then taking the hard choices. I think the way the officials are re-elected can be something all USA citizens can have a word to say about.
