ssh access for portfwd only?

ok i haven't done my googling... but here it goes

Is it possible to setup a ssh login without a shell and with a fixed portforward so that the user cant alter it, add their own/do whatever.

or set it up to run only one program...

Yes.

Check man getty and man login.

Think about how a web server operates. The user doesn't see a shell, only the output from his browser's GET command.
