POSTPONED PROCEEDINGS - The Chair put the question on adoption of H. Res. 850 and by voice vote, announced that the ayes had prevailed. Ms. Slaughter demanded the yeas and nays and the Chair postponed further proceedings on the question of adoption of the resolution until later in the legislative day.

POINT OF ORDER - Ms. Baldwin raised a point of order against consideration of H. Res. 850 by stating that the measure violated Section 426 of the Budget Act in that it included an unfunded mandate. The Chair stated that the threshold required under the rule for identifying the unfunded mandate had been met and the House proceeded with 20 minutes of debate which will be followed by putting the question on consideration of H. Res. 850.
