I think the reason that broadband is so cheap in Japan, Korea, etc. is that there are a lot of people crammed in a relatively small location.

On the other hand, the reason broadband in the US isn't cheaper is the greedy telecoms...
what about china? broadband is nonexisten axcept in hong kong or beijing and still very few people have it.
your speculation is not proven...

its technology in those places are more advanced then here
