The USF has been around, in one form or another, since dirt was in beta testing. How do you equate it with Al Gore?
Because Al Gore was the person who championed taking a program designed to provide essential telephone service (read: 911 access) and bloated it into a huge. very expensive government program that provides computers and net access to anyone and anything that can remotely claim a government connection.
