| BFD It's "finalized" in the sense that there's a draft that was sent to letter ballot. It ain't perfect; there are bound to be errors in a document that big and complex. People vote "no" to ensure that their comments are considered by the group. This is SOP in the IEEE; the draft will go through a couple of iterations of balloting until the group agrees that all the non-negligible errors have been rung out.
But the press have magazines to sell and websites to promote (like this one), so they spin this like it's some big thing. |
