I take it then that you know all the inner workings and upgrades that BellSouth has or has not been doing. Just because you don't "see" anything happening or read press releases does not mean they are sitting on their hands. Keep in mind that companies are not obligated to give daily press briefings on each phase of their network upgrades.
Nor do I intend to presume such either...

In fact, I think I made my statement perfectly clear that "...I realize that just because they haven't issued a bunch of press doesn't mean they aren't doing anything..."

I was just stating my dissatisfaction with the current state of things here in BellSouth country.
