Most munis are built to fill a void where service doens't exist or to compete with the existing Bell or Cable Monopoly. If nothing else, muni provides another choice.
As to taxpayer funding, if the city votes for /city council creates that utility, that is the choice of the citizens that live there. If the citizens want this, then the government is doing exactly what the citizens desire.
